I found the problem. I won't go into detail as I'm still not 100% where it went wrong, but I think the problem may have been with the way that Debian packed it. All I did, was change the "uucp@.service" file to start a different service .. Instead of running /usr/sbin/in.uucpd, I changed it to run /usr/sbin/uncico -l. That fixed my problem, which was that nothing was logging in right. I'll have to look into it a bit more to see WHY the original life by Debian didn't work, as that was supposed to use PAM for Authentication.
