Bring to a boil over medium-high heat. Remove from heat, cover and let stand 12 minutes. Transfer eggs to an ice bath and let cool completely. Peel and halve eggs. Transfer yolks to a medium bowl and thoroughly mash with a fork. In a medium bowl with mashed yolks, add mayonnaise, relish, mustard, garlic and onion powders, salt and black pepper. Stir until thoroughly combined, then pipe or spoon into egg halves. In a small bowl, stir together yogurt and ketchup until combined. Drizzle over eggs and sprinkle with bacon and cheese.
