 Why shopld the Ham Community be Dictated to by the Military???
 IT dosen't matter what they use or Do Not Use. The HAM community is entirely  
seperate and a Hobby. They can Decide through their respectiave country  
Regulating agencies and cover groups, Under the guideliens of international  
Agreements, What is and Is Not Required to participate in the Hobby cannot  
they???
 AND presently Code Happens to be a Requirement in most countires.
