I managed to find that message in my data base, but it did not lead to
any other understanding.  I don't know what Telegram is.  I only know
telegram as an old method of sending short messages, mostly in the 19th
century and some in the 20th.   Although Western Union still exists,
their telegrams are not used much.  Hence, It is certain that the
Telegram mentioned here is referring to something else entirely.
