The question specifically asked the minimum required to implement the nodelist
to operate correctly.

One only needs to install a mailer and compile a nodelist.

The nodelist itself can even have just one entry and since that would most
likely be the Zone definition, that one system "is" the network.

Therefore logically, one works.
