I think the differentiation I've done between FSC-39 and FSC-48 compliant packets is important, to me at least, and I don't think that's well covered in the FSP-1042 draft. I recall finding a hole/error in FSP-1042 draft when I was updating the SBBSecho type-2 packet parsing/generation logic and creating that wiki page, but I seem to have lost that detail to time.
