Y number have sent in a vote of whatever sort. That's a simple percentage of who had voted and who hasn't. it has nothing to do with abstentions Then if someone votes. they have the three candidates listed and vote either yes or no for two of them. the tied one listed with no vote recorded is an abstention. Listing the yes, no and abstentions is easy enough. it would be purely for information as the rules are clear. only yes and no voted count.
