Because then you’ve have to chase everybody down to vote or you’d never get
people elected. 

For things like a zone coordinator, definitely. Regional, maybe?  Standing
member, especially if there aren’t enough standing members currently, no way.
It’s not worth it.

FidoNet is made up of volunteers then put it less effort the lower you go in
the hierarchy. You’ve got to take what you can get from people that are
willing to put in effort, even for something like voting.
