There's a few things you need to understand first.  Go to: 
http://www.filegate.net/zone1/how-to-join.html

On that page there is a link to Policy4 and also a link for an application. 
Read P4 first so you understand the basics of Fido and then you should be able
to skillfully navigate the the application process.
