I should have pointed out as well, the send from address probably should be 21:1, not 1:21... and not sure where your system builds the MSGID, but it should also be 21:1/999 (since that is what you were using).

You are using a shared address 21:1/999 - so if anybody else is using that address (which is likely), then they may get your replies...

How long ago did you send in your application? If Avon is busy, you can head over to clrghouz.bbs.dege.au, set yourself up, and then let me know and I'll give you an address on hub 3.
