I've also come across that error message when connecting with an FTP client
for transferring files (i.e., when not using QWK), and reported it to g00r00, and he said that this sounded normal for passive FTP (although I don't think it does, as it says "Unable to...", indicating that it's trying to open a data connection anew).

During some testing I noticed that all the passive ports were "busy"
(probably in the CLOSE_WAIT TCP state), and restarting MIS solved that temporarily. But it could be something else.

Just for the sake of testing, try raising the number of FTP nodes significantly to see if the error message goes away.

You may also try using a "normal" FTP client, such as 'pftp' from the command line, to fetch the file and see if that succeeds (maybe the 125 status code is confusing qwkpoll after all).
