There's a setting under Configuration --> Login/Matrix Settings called "Multi Login ACS" -- if you empty that one, it allows everyone to have multiple sessions (up to the Dupe IP Limit). If you want only the SysOp to have multiple sessions, it can e.g. be set to "s255".
