Just to double-check -- did you also specify:

        filename = FSXNET.NA

If that is still correct, you might want to trace what mutil is actually looking for by running it through strace:

strace -f -v -s32768 ./mutil importna.ini 2>&1 | grep ENO

....and see if you recognize some "incorrect" paths there.
