I can't speak for Parcho, but I had a Discord chat a/Apam a couple weeks ago and he steered me toward Parcho in terms of active TAL development. Apam was pretty happy for someone to keep it going. 

I do hope he returns to BBSing as I consider him a friend and a skilled 
developer...
