I'm fairly certain Apple doesn't vet individual programs unless they are submitted to the app store. By registering as a developer means you can't really write malware and sign it, because they'd know who you are. (and it costs a bit of money to register - it's probably gone up, but last time I registered it was 100$ for a year).
