I remember being given little sips of beer in a glass during dinner when I was a kid. Just enough for a taste, and not every day, just here and there. I remember trying champagne too at New Years Eve. When I turned 18 I didn't feel the need to 'pop the alchohol cherry in a big way', because well, it wasn't like I was breaking a taboo or something. In continental Europe, alcohol is everywhere. You can buy a beer at McDonalds, you can see Germans drinking a beer during lunch, or even in the morning. There isn't a problem letting kids taste. And if you were to be out at night, and see silly, crazy drunks causing a ruckus, you can safely bet its tourists (probably from the UK or US, where people are more sensitive about that). It could be that making alcohol "nothing special" takes the taboo away, and consequently, makes access to it kind of droll. OF course, there is a deeper cultural thing going on too.
