I don't know what his reasons were but, in this case, I can sort of see not
wanting to turn it over to a commercial entity if I had an opportunity to
open source it or make it freeware.  Chances are they'd want to charge for
it or, even worse, keep it and never release it.  There have been several
cases of the latter over the years.
