They had some warning from the weather forecasters that it would be a much worse Santa Ana event than normal, i.e. that the wind gusts would be much higher than average, and that the fire danger was abnormally high. They apparently have had very, very little rain over the past 6+ months, so the high winds, warmth, and low humidity were an accident waiting to happen. Not sure what they could have done with that information, but the risk was predicted.
