At least my server just blocks those networks because of the Spamhaus ZEN blacklist (https://www.spamhaus.org/zen/) which is a meta-blacklist that includes their PBL blacklist (https://www.spamhaus.org/pbl/). I shouldn't have let it lapse at that price. I'm using a VPS from netcup.de and there you can get eg. a VPS with 2 vCores, 8GB RAM, 160GB SSD and 80TB of traffic for 6 EUR/month. (wow, I just saw the new offers there, really nice now :)) And the machines don't feel "low-end".
