You could use my node to test outgoing binkp TLS connections. My node might be
offline at times, so first two ways of testing connectivity from the command
line:

openssl s_client -alpn binkp -connect binkps-test.uk.to:443

ncat --ssl --ssl-alpn binkp binkps-test.uk.to 443

You also can use either of the two programs with binkd:

node 21:1/151@fsxnet -pipe "ncat --ssl-alpn binkp *H *I" binkps-test:443
node 21:1/151@fsxnet -pipe "openssl s_client -quiet -alpn binkp -connect *H:*I"
 binkps-test:443
