As it says in the default twitlist.cfg the intention is that if your BBS is being harassed by a specific person you will be able to filter that person. I have never used that feature but I think there may be cases where it will do what needs to be done. But that is not what you are describing. This user is annoying to you and you could put them in a twitlist in your reader. If you were to disrupt the flow of mail in the network some might call that excessively annoying.
