I'm using this modified linux script to allow freq's here:
https://nrbbs.net/srifreq

And this line is added to binkd.conf:
exec "!/home/ubuntu/fido/binkd/srifreq *S" *.[rR][eE][qQ]

Not sure about doing that under Windows though.
