What you posted is correct.  However, double and triple check the pin numbers.  Is the pin you are calling pin 1 the same as what the rest of the world considers pin 1?  It's an easy mistake to make.

Two other questions.  Is the TR light on as you are attempting to communicate with the modem?  And second, what type of cable did you use?  Specifically, is this twisted pair of any type?
