You can see why one is much better than the other, but I don't understand why none of the windows CLI options (Microsoft telnet, cygwin telnet and plink.exe) work as well as the linux one. I'm using a Debian 12 VM with ssh telneting internally to my BBS to allow an SSH tunnel to the BBS. I'd love to be able to do this within windows the same way, but it doesn't look likely.
