In theory (for windows certainly) once you start a server you get a mis.bsy semaphore created such that should should not be able to run another 'mis server' instance thereafter.

I can also repro this when I try to run 'mis server' in Linux

ERROR: Mystic servers are already running.
If this is not true, then the delete the following file and restart:
/mystic/semaphor/mis.bsy
