not everyone is a software developer. you can develop anything for your own joy. as most of the fidonet sw was developed by someone for his own enjoyment (or money in the old times).
i think Ward (and the other *Cs) do a lot of work keeping up this thing.

i think what not help is someone who flames through different echoes within the same topic. this is tipically the thing why a huge amount of people moves to othernets or just quit bbsing.

don't misunderstand me, i dont want to protect Ward and i'm pretty sure that he can defend himself, and also i'm pretty sure he deserves some flame, but criticism of him as a ZC is something bizarre.
