In Z2 most votes come from Russia - they always respected dictatorship and authority, they treat Putin and Ward like a king.
This is why Ward never wanted to change Fidonet Policy to limit the terms to 4 years. Ward also respects an authority, so he kept Barinov in power to a long time.
