Correct. But when you fail to fulfill your responsibilities under the Fidonet policy, what is that called?

Should I remind you how you refused to respond to the illegal excommunication appeal back in the 90s and simply let things slide? Do you know that at least a dozen users - left Fidonet because of your negligence related to this case?
