Telegram operates like an OLR. It has added ability to select message areas
where the requests are sent over email to the 'Hub' (Stas last I heard).

The message areas are limited to those of us willing to accept them.  This is
because some mistakenly think it's functionaly is 'gated'.  It's not and never
was.
