it is a commercialization problem... greedy fscks and bean counters are running 
the ops, these days... the thought is that the majority of transactions are 
downloads to the client systems... anything that is running servers should be 
paying for commercial access for uploading speeds to be equal or greater than 
download speeds...

that might help but it depends on your upload speed and how full your pipe is 
at the time of the transfer...
