I seem to be having a problem and I hope that someone can help me out.  When
my uplink sends me packets and I use FASTECHO.EXE TOSS it never creates
packets for my downlinks who are set in the export to field of each Areas. 
The only time that echos are exported to both my Uplink and Downlink is when
either I or a user on my BBS enters a message locally on my BBS, then when
FASTECHO.EXE SCAN runs it creates ArcMail for both systems.  Any Ideas ?
