Yes, in cases like that there's not much monetary issue and you are helping the tourists as much as the cruise ship if you show interesting things there so, it's all good.. Never been to a lighthouse, although I've sailed by a nearby one a few times. When I was fairly young I once climbed to the cabin at the top of a fire tower. Nice view.. top of a high hill and top of a 100+ foot tower climbing up a simple ladder. That wasn't illegal other than the the fact that you were not supposed to do it under a certain age, and I was a couple of years younger than that but was fortunately tall enough to get away with it. There was a ranger in the tower at the time BTW..
