do you have "send-if-pwd" enabled in the binkd.cfg file?
is the connections between you and the remote password protected?
if not, disable "send-if-pwd" by putting a "#" in front of it...

barring that, please show us a log snippet of an attempt to connect and deliver 
outbound mail...
