Update.

The above is when I run the server and create a poll with a second incarnation 
of binkd with "binkd-static -nP5020/9696 binkd.cfg" Then it calls out always 
using IPv6.

When I do not run the server and just start the client with:

binkd-static -pP5020/9696 binkd.cfg

  then the -4 -6 -46 and -64 commands work as expected.
