Your first flag, the 'toss!.now'. If I'm not mistaken, you should tell binkd where to place the semaphore. Right now from above, seems you're placing it in the binkd directory when it should be in the directory where your tosser will see it and trigger. But in all actuallity, this is not needed due to your EXEC section. On your EXEC line, it seems you're telling where the secure folder is twice, once in the cfg under 'inbound' and once in your exec.
