Look for a .txt file called SRIF in a distribution archive.  Hint: older 
versions of binkD named it with an exclamation mark ('!') as the first 
character of the filename, just to confuse everyone.

That file describes the 'standard' for that form of FREQ-ing.  There have been 
a number of tools that follow that method mentioned herewith in this echo over 
the years.
