If you are using one of these:

binkd11a94-msvc-4gb-ipv6-static-perl-zlib-bzlib2.zip
binkd11a94-msvc10-4gb-ipv6-static-perl-zlib-bzlib2.zip
binkd11a94-msvc10x64-4gb-ipv6-static-perl-zlib-bzlib2.zip

With the -static- in the filename, you shouldn't need them. And you can put a # 
infront of those lines to comment them out.

If you have a 64 bit windows version use the latter with the x64 in the 
filename. If you are on a really old Windows (pre XP) use the firtst one. 
Otherwise the middle should do...
