It's usual for unix utilities, but I doubt about it's convenient for binkd.
binkd is part of fidonet system and I do not think that somebody keep 
binkd.conf in hidden directory in his home. It's not utility like vim or curl.
So, config ~/binkd.conf or ~/etc/binkd.conf is more common - if binkd works 
from system user "fnet" or "fido" or when user have no root permissions.

of it resides within ~/... spcifically, i use

 ml>   --prefix=~/ftn/

 ml> in my script that updates, configures, builds and installs binkd... if 
there are other users on the system that want or

Sure, sysconfdir should be first place for search binkd.conf.

configure options:

  --prefix=PREFIX         install architecture-independent files in PREFIX 
[/usr/local]
[...]
  --sysconfdir=DIR        read-only single-machine data [PREFIX/etc]
