I do not consider it a good idea to follow that practise for Command Line 
programmes. In particular for binkd that has no setup programme and the user 
has to edit the config file with a text editor.

You are not going to tell me that you actually have your binkd.cfg in 
CSIDL_COMMON_APPDATA\Fido\binkd\ and that you go there with a text editor to 
chage it are you?

You can't be serious.
