The M$ way may be a good idea to follow for GUI programmes, where the user 
never has to access the configuration files directly. For CLI programmes where 
the configuration file is a text file that the user must edit with a text 
editor it is a nightmare to have the config file hidden that deep.

It may be the DOS way, but Fidonet was developed for DOS and still follows the 
DOS way in many things. For CLI programmes that is much easier to work with.
