Yes, some code related to reloading config was changed, but I'm not sure was 
the problem in fact fixed or the bug is just hidden and will occure rarely.

Do you use perl hooks? If yes, which perl version, and static or dynamic linked 
(make option PERL or PERLDL)?
Do you run binkd with -s or -c option?
