That is the #1 cause of cloudy water. You seem to know what you are doing, though. I worked in a pet store, and 95% of the time, the cloudiness is caused by overfeeding. Sometimes, it may be you added too may fish at one time, or even algae. If it is possible, get a handful of gravel from a tank that has not problems, and has been used for quite a while, maybe you LFS will give or sell you some. This should help. Also, adding cycle bacteria will help, you cannot overdose it, it's impossible, and it NEVER hurts. Hope I help you.
