Systematic infection (like Mycobacteriosis) 3. Chronic environmental deficiencies (bad diet, high nitrates, etc.) 4. Genetic deformities resulting from excessive inbreeding or simply "bad genes." Test your water, make sure there aren't any problems. Neons aren't picky about diet, so I'd rule that out (unless you've been feeding it cheesburgers or something) something like Mycobacteriosis is possible, and I find injury somewhat hard to believe unless you caused it (neons tetras really aren't active enough to injure themselves readily). Beyond that, there really is nothing you can do. It is likely an individual problem.
