Subj : Fluval Biolife Filter

I have just got one of the above filters and would like a bit of advice.
When the tank is filled to the max level on the filter the 'dry' chamber
fills with water. is this normal ? Also is it safe to assume that if the
water is being pumped out of the nozzle then the filter is woking. thanks.
