Most water sources originate in the nearby mountains and have high mineral content to begin with, and then they are subject to significant evaporation levels in the summer, which drives up the mineral concentrations even more. It's not quite as arid as Africa, mind you, but it is one of the more arid parts of Canada. Saskatchewan's water may be even harder, as their water is not as readily replaced with mountainous runoff, and much of it is ground water.
