Or it could be that the wealthy people from their districts are guilty of it, and if they don't advocate for it, then they risk losing popularity among their donors.

There's a lot of possible scenarios, but there's one thing that's for sure: Congress wants as many illegal immigrants as possible to come here, to stay here, and to terrorize here. And they don't want them deported, not even when they enslave other illegal migrants. What's important is: that they stay here.
