Actually, what happened was Democrats **illegally** changed the ballot
procedures.

According to the U.S. Constitution Article II, Second 1, Clause 2:
"Each State shall appoint, in such Manner as the Legislature thereof may
direct, a Number of Electors, equal to the whole Number of Senators and
Representatives to which the State may be entitled in the Congress: but no
Senator or Representative, or Person holding an Office of Trust or Profit under
the United States, shall be appointed an Elector."

Since the states did **not** go through the legislature to change those rules
(the change often came from the Secretary
of State or the Governor), the changes to the voting process violated the U.S.
Constitution.  IHMO: that means that the 
votes for President were invalid.
