That was a Trump policy, an executive order. Obama doesn't come into it.

Not everyone that enters the US is a killer/rapist/dealer/thug that should be jailed or separated from their families.

Indeed, there are a lot of hard to believe things happening in the US these days since Donald Trump was inaugurated.
