A lot of the measures in place now, were in place during the 1919 pandemic. 
Facemasks, shutting down interstate borders (in Australia), schools and
business closing, etc and fines and jail for non compliance happened then too. 
At least in Australia.

I agree the quarantine should have been targetted.  Despite Victoria being
locked down, many of the cases are in old-age homes, which is the LAST place
you want a virus which disproportionally kills old people by an order or two of
magnitude.
