I think most people have that priority:
1. Self.
2. Family.
3. Extended family.
4. Neighborhood.
5. City.
6. State.
7. Country.
8. Other country.

Unless, of course, the person is a leftie.  In which case, the priority is:
1. Other country.  With someone else's money, of course.
2. Self.
